Academic autonomy means the central web team cannot compel a department to fix anything. The obligation, and the complaint, still arrive centrally.

Autonomy cuts both ways

Departments own their own sites, their own course content, and their own publishing decisions. A central policy is a suggestion until someone makes the gap visible.

The duty is individual

A student registers a need and the institution must accommodate, usually within a fixed deadline. Inaccessible material converts directly into manual remediation work.

The estate is licensed

The learning platform, the SIS, the library layer. You cannot fix them in code, so evidence has to be good enough to move a vendor or a renewal.

Every unit sees its own position.

A central team that cannot mandate can still make the standard visible. Each faculty gets its own workspace, its own findings, and its own trend, alongside where it sits against the rest of the institution.

Inaccessible course material does not stay quiet. It converts into individual accommodation requests, each one produced by hand against a deadline, term after term.
